where is the swingset of death

Going by the various GTA faqs and mesg boards, you can find the "swingset of death" If you drive around the southeastern part of Broker, eventually there will be a playground next to two apartment blocks. It's near the interchange. The swingset is in the southern part of the playground. the northern swingset works best and faster.

According to the Gamespot forum, it is in the southeast part of Broker, near the junk yard on Ringo Street. There is a playground next to two apartment buildings, near the interchange. The northern swing set supposedly launches cars faster and further than the southern one. Just drive the car up to the swingset, and bring the car up onto the middle beam to trigger the bug that launches the car into the air.
