You're looking for Ted Strayer's Special Key
I found this nice little article that tells you where to get it:

"The key can be found on Ted Strayer in Rivet City.
While this key can be obtained at pretty much any point in the game by killing or pickpocketing Ted Strayer, the best time to acquire it is during the quest You Gotta Shoot 'Em in the Head, as better options for getting it become available during this quest.
It can also obtained via the console in the PC version of the game. Type player.additem 0002B8DA 1 100 into the console to obtain the key. "
