It sounds like you've confused Pinna Park and Monte Village, so I will quote IGN on how to get to both:

Pinna Park is accessed when Mario collects 10 Shines and Imposter Mario kidnaps Princess Peach upon Mario's return to town. Catch up to Imposter Mario and he will activate the cannon that will take Mario to Pinna Park. Simply jump into the red cannon turret to start Episode 1.
