Where in the US Constitution does it permit Obama to dictate what the GM bondholders are entitled to? Doesn't bankruptcy court decide that?

Not all laws, provisions, bills, agreements, etc, are necessarily covered by the Constitution. It is up to the three branches of gov't (executive (Pres), legislature (Congress/Senate), judicial (Supreme Court)) to determine the legality or even workability of any such via "checks and balances". Unfortunately, "checks" often bounce causing people to lose their "balances". ;)
