Truffles are found at the base of certain trees about 1-6 inches deep where organic material is decomposing but before you get to the actual soil. Truffles feed off of a live fungus that grows at the roots of a tree. They are most often found at the base of trees in the Pine, Birch, Oak and Willow families.
While it is possible to find truffles anywhere there is a tree and organic matter, the best place to look for Truffles in the United States is Oregon. If you are traveling abroad, the best place seems to be Italy.
To find them, you can use a pig or trained dog. Short of that, start digging gently around the trees. They are not easy to find... otherwise they wouldn't be so expensive.
