Where does Fiat get the money to buy Chrysler & GM? And what for? To sell the pieces? What does that mean for the USA industrial base?

Fiat is not putting up money for the purchases. They are offering technology and management skills. Chrysler and Opel are losing massive amounts of money and the hope is that by becoming part of Fiat they will stabilize. The potential reorganization really doesn't affect the industrial base of any country in itself, the car companies are all multinational conglomerates.
