Where do you find the power armor perk?
I can't use the power armor I need training. Where do I find that?

You need special permission to be trained in how to use power armor. When you get this permission, you will earn the perk automatically. You are allowed to train once you get access to the Citadel, it is part of the main quest so once inside you'll see it as a dialogue choice.
