You must have the 1st pokemon ranger, beat it ,go to ranger net,press R ,X,and left at the same time ,save,and type the code P8M29D6F43H7.unless you have action replay or something.
You can't catch Manaphy on Pokemon Platinum. However, if you just need it to complete the pokedex and obtain the National Pokedex, you can go to the Pokemon Mansion on Route 212. Inside one of the rooms in the mansion, there is an expensive book that is lying open on a table. If you read the book, it will add the data for Manaphy to your Pokedex.
However, if you REALLY want to catch Manaphy.... You can transfer a special egg from Pokemon Ranger or Pokemon Ranger: Shadows of Almia to Pokemon Platinum, Diamond, or Pearl.
