The majority of US police force cars are specially modified versions of consumer cars. Terms are negotiated directly through special representatives from the major manufacturers. The most popular models are the Ford Police Interceptor, the Chevy Caprice Police, and the Dodge Charger Police. These vehicles are delivered by the dealership network to the police force.

You hit it on the head - it's been that way for years. There's a strong secondary market for low mileage cruisers as well. You can search for "used police cars" and look for dealerships in the southern United States for the best maintained and refurbished low-mileage cruisers.
You too can own a used police cruiser, sans lights & siren for approximately $14,500 USD. http://www.swps.com/08-cvpi.html
