As far as I can tell, the most recent versions of the prank began with the French film "Amelie," where the title character kidnaps her father's garden gnome, which had a connection to her late mother, and lends it to her airline stewardess friend, who takes the pictures.
The reason she does this is because her father once dreamed of traveling the world, and she wants to inspire him to live that dream.
Wikipedia mentions that it had been done since the 80s, though, and appeared in the British soap opera Coronation Street.
