The simple answer would be that it flows freely from the ego of Rabbi Philip Berg. the leader of the so-called "Kabbalah Centre" who at one time counted among his devotees Madonna, Jeff Goldblum, Demi Moore, and Ashton Kutcher.
You can purchase the water at the kabbalah.com store (linked below), where it is explained that: " Over the millenia, ancient kabbalists understood water to be the source of all cleansing. Making use of Kabbalistic technology, they would activate the cleansing power of water. These waters have been energized with the same 4,000 year old technology.."
So .. the powers of the water seem to be more about applying alleged "Kabbalah technology" rather than a particular geographical source. ;-) From an article at Associated Content (linked below): "Kabbalah rabbis believe that specific blessings will magically return the water back to its primary existence and have a 100% positive effect. " (Note: I wouldn't agree with the author saying it's what is believed by "Kabbalah rabbis" because for sure there are a good many who think what Mr. Berg is doing is pure bunk.) An expose on Mr. Berg at http://jewishvoiceandopinion.com quoted him as claiming his water could cure AIDS and cancer, with the explanation that: "Kabbalistic blessings and meditations bring about elegant and balanced crystalline structures in water, while negative consciousness has an opposite effect."
