You should get his cap after beating Mission 14, Sky Castle Amantria. His minigame costs you an item in exchange for KaChing.
To unlock the tree minigame, do the obstacle course training mission in the jungle (it's where you unlocked the Tatepon). You should get the cap to revive Pan Pakapon. Do the minigame and lots of items will fall out of the tree, but note that you'll need at least 50 KaChing to play.
