The first thing that you should consider when buying stuff is both your location and where the item is coming from. The reason to this question is because your question is on which one is best—purchasing online or from a second hand store. If you want to get your item, you have to consider which one is cheaper, paying a cab for transportation or paying the shipping and postage?
There are a lot of refurbished PSPs circulating around you. You can get it from a good friend, a store (not just second hand stores), somebody online, online stores like eBay or Amazon.
What I could suggest is you buy your refurbished PSP from an online store. It is much cheaper that way as these online stores won’t have to worry about paying rent, payroll, electricity, shrinkage loss, etc.
