One, judges who know good writing when they read it may not choose to donate their time and expertise to read hundreds of stories. They have to be paid.
Two, the prize money for winners has to come from somewhere. Ordinarily that's entry fees. In fact, one way of judging the authenticity of a contest is if the largest prize is at least 100 times greater than the entry fee.
Anyway, http://www.writerscafe.org holds contests, though there is no prize but notoriety on the site :) --though actually, all you do get is a listing as a winner.
I suggest you write something for the site and that way get to know how it works. It's a good site, for most ages (not little kids) and is a 'clean, well-lighted' place.Oh, and free registration.
However, if you're looking to win a cash prize, the only way to do that is to put cash in the pot, in the form of a reader's fee, for that is where the money goes... to educated readers who take time to make educated judgements on the reams of writing that come their way. Sometime a $10--20 fee is nothing to sneeze at if you feel you've got a real winner and the prize is at least a grand.
