M$One thing you need to work on for each character is her/his voice. Voice entails the attitudes, opinions, history and motivations inside each character. It does not mean high and nasal-sounding, though that could be one component of voice. Consider voice this way: Would you ever hear Rush Limbaugh’s voice praising a Democrat? Never. Why? Because of his attitudes and motivations. That is voice.
Each character should be distinctive. If you have two characters that you simply cannot distinguish, why keep both of them? Take the weaker one and fold his/her actions into the stronger one. If you want an excellent example of distinctive characters, read Ayn Rand’s The Fountainhead. Her four main, powerful characters could never, ever be mistaken for one another. That is a great example of character development.

M$I found an article online that gives helpful information on how to develop characters in your writing.
These are some guide which might help and serve as your reference.
1. Make your character a whole person because when in the flow, characters will tend to have a mind of their won. The characters play out the plot for them and your writing will become more believable.
2. When you know your characters you can write from their perspectives and make a character that are realistic and believable to readers. When you know your character inside out then you will be able to easily start to write out your character.
If you will be able to write believable characters, ones with which the reader can truly relate even if they tie up all the loose ends of a story.
