eBay can often be a good source of high-quality pet leashes and collars. Some sellers offer free shipping within the US and others offer a minimal shipping charge. Most sellers will also include shipping time in their listings.
Some other sites that I like to use are:
Earthdog – this store sells eco-friendly collars, leashes and other dog products. Shipping is not free but is very fast. http://www.earthdog.com/

Amazon.com – you can often find collars and leashes from different sellers and catch some free shipping deals with Amazon’s super-saver shipping. I’ve never had a problem with slow shipping with Amazon fulfilled products.
I am partial to hemp and natural fiber collars. I’ve had several dogs now that have developed rashes or other sensitivities from nylon and/or brand new leather collars. With the natural fibers, I haven’t had the same problems.
