I found this website for you. It seems Los Angeles is working on a "no Kill' policy but it's not in place as of yet. This is the only one I could locate, but I am sure there are more.
You need to seek private shelters and talk to your vet. Sometimes they will adopt the animal and place it in a good home. Also hang pictures at every vet in your area, people look at the boards all the time looking for kittens.
Please take care when you place them.
