There are so many different possibilities for what you want that ypu are going to have to do a little searching on your own.
1) Nylon Taffeta, they make this is some very nice crinkley fabric that shimmers with different colors as it moves. Try JoANN FABRICS.
2) Cotton "hippie" type cloth, with permanent pressed in wrinkles, or you can buy 100% cotton and when it is wet twist it and wrap it around a broomstick to get a crinkley look.
3) You may mean the crinkley stuff they put in baby toys, that's cellophane (not any kind of plastic) real cellophane is made from wood and will make that crinkle sound nearly forever.
