Since they are an EU business, your credit card issuer will also charge you an additional "Cross border fee" when you order from them (something I found out when I ordered an internet phone number from them).

I have never used them (I have used the above two), so I can't say how good their service is. I also don't know if they have any hidden fees. If both ends of the line have skype, you can basically talk for free. The quality is better than land lines, and if you have webcams, you can see either other as well.
There are pay options to be able to have voice mail, or call out, or have people call in that don't have skype, etc... and the rates are really cheap.
Not sure if that is what you need it for, but if it is, my friends loved it and still use it. They actually bout some phones that were skype phones but worked like home telephones so they didn't even have to be connected to the computer.
