When you're walking at night and pass a slower pedestrian, is there a way walk around her without being creepy?

I don't think so, no. Saying "Excuse me" might make her think you're trying to start a conversation on the street at night, which is creepy. Overtaking her is creepy. Saying something like "On your right" would startle her.

You might try "Pardon me" because that's less used for trying to get someone's attention.
