Cereal Entrepreneur is more of an expression. It is when someone takes the "easy route" in entrepreneurship and settle with a small company rather than go after a bigger one and its risks. Since they know they can make easy money with a smaller company, that's what they tend to go for.
And to answer your question, they do mean cereal like Lucky Charms and such for expressions sake.
