When writing an English paper, is it bad form to directly refer to the previous paragraphs conclusion in the next paragraphs first sentence?

I think that, generally, it would be looked down upon in any kind of paper, English or otherwise, because it's going to come off as looking like you're trying to pad the length of the paper (even if that's not what you're doing).

That said, it all depends on how you go about it. If the kind of paper you are writing is an argumentative paper, then the entire point is to lead a read to the conclusion you are arguing, and one of the ways to do that is by building upon the points you have made in previous paragraphs. Finishing your paragraph by stating your conclusion, and then jumping into, "Due the previous conclusion X compared with new data Y, we can thus conclude Z" would be fine, if a bit awkward.

If this comes up, I might suggest re-writing the preceding paragraph by stating the conclusion then expounding on how you arrived at that conclusion. Then you could start the next paragraph that builds on that conclusion without having the awkwardness of re-stating the conclusion in the very next sentence.

To keep your paragraphs coherent, you will make a new point per paragraph each time. Therefore, you will need to include new information. If you seem to have a point that is similar to the previous paragraph - then include that point in the same paragraph rather than repeat yourself. For English, they are looking at the ideas you can think up - not the same idea throughout.
