When working with a lot of graphics, which is better, a iMac or a PC?

I'm putting to gether a family history scrapbook. This book will contain of 5,000 photos when completed, as It's going be 3 generations of both my mothers and father sides of the family. Then I will need to complete about 300 separate scrapbook to give out at the reunion. My PC is starting to run slow and I'm not have way finish. I wonder for a iMac could handle the load better?

If you're trying to do a creative project such as this one, that includes software and the handling of graphics, I would suggest using an Apple product. Macs in general have been created and build to be the "designer’s computer." They are faster when handling such colors, fonts and even pictures.

I'm not sure what sort of PC you have or how old it is, but whatever you decide (iMac or PC), you might want to upgrade anyways. iMacs are a great choice because they have developed even faster and more advanced graphics. This might be ideal for your project now. It also has a faster processor, which it looks like you need. If your PC is running really slowly and you can't even finish your scrapbook, you probably need a better processor.

If you are editing pictures, it looks like iPhoto on the iMac is pretty basic. You don't specify in your question if your project includes editing, but I'll assume that you might need to do some! If you want some better editing software, there are some really good free ones you can get such as GIMP. But in general, I think the fast processor and handling of graphics in an iMac are worth a buy. You can always aquire outside programs if you need them, and they're more likely to work faster and more efficiently on an iMac than on whatever PC you have.
