I cannot give you a specific date for the first observance but Saint Patrick's Day was probably observed shortly after his death in the 5th century, It was first placed on the Catholic calender in the early 17th century. However the first Parade was held in the us in 1737 and the first us celebration was held in 1766. Until recently it was a much quieter celebration in Ireland. it was first declared a public holiday in 1903 but until the 1970's there was a law requiring Pubs to close on march 17.
