Halloween is generally attributed to starting with the Celts, specifically by their Druid priests in celebration of the Sun God and harvest, and the transition from warm weather to cold weather, before the first century. It was called Samhain. November 1st was the beginning of their New Year so it was like New Year's Eve. The Romans had a harvest celebration that happened around November 1st known as Pomona Day and when they occupied Celt territory the holidays began to blend. As Christianity evolved, the Church of Rome declared November 1st to be All Saints Day and later, November 2nd to be All Souls Day. They considered October 31st to be All Hallowed Eve - All Hallows Evening - Hallow'en - Halloween. Like the blending of the name, the celebrations of the different cultures continued to blend and eventually it became our modern version of Halloween.
The Druids brought the elements of bonfires and night-time celebrations. The Romans contributed the concept of harvest and fruit/vegetables, the Christians also brought bonfires and dressing up (like saints, angels and devils). The fact that the surviving civilization concept of Halloween is related to being the eve of All Saints Day and All Souls Day, honoring the dead, is where skeletons come in.

I just watched the history of Halloween on the History channel. It was rather interesting, and took out all of the scariness, actually.
