it can change slowly, however, as the site will still be benefiting from any incoming links it had, until those site owners see the change and decide whether it is still worth linking to or not.
in the case of a dead domain, definitely not. but sometimes a site actually improves with a new owner.
this whole topic is the reason that domain brokers out there try to snatch up as many abandoned domains as possible. they can get traffic out of defunct domains for quite a while in some cases and they turn that into a profit.
