When should I use short keywords and long tailed keywords?

I write for a few different websites. Some state that we should use short keywords, and some state that we need to use long tailed keywords. In venturing out on my own, how do I know when to use the shorter ones and longer ones? Is there ever a time I should use a balance of both types of keywords within the content I am writing. Say 2 or 3 short keywords and 1 long tailed keyword? What should the long tail keyword be? Something that is in the title of the article or something else to draw in search engine traffic?

Short Tail keywords for <>

Long Tail keywords for sub topics.

It is suggested that you stick to 2-3 keyword limit. Anything above that is not viable.
