When is the best time to prune a Quince bush? and how much should be pruned at one time?

They should be pruned in the early spring and 2/3 of the new growth should be removed.

From what I have read, it is recommended to prune in the spring after flowering occurs.

Umm, I'd bet money that the vast majority of people that have posted don't know anything about Quince bush. I found stuff onine, but I've never done it myself. Here's some stuff:

In general, it is best to prune plants while they are dormant in the winter. This avoids shocking the plant. If a plant is in desperate need of heavy pruning, it should be done while the plant is dormant. But if a plant just needs a quick trim to maintain a pleasing form, the rules change. See the chart below for the proper time to prune specific plants.
Avoid heavy pruning in the spring while a plant’s leaves are expanding. If a little light pruning is necessary at this time, go ahead and prune away, but this isn’t the time for drastic pruning.
Dead limbs and branches may be pruned off at any time. If you’re unsure whether or not a branch is truly dead, scratch the bark with a fingernail. A living branch will appear green beneath the bark.

Quinces have a tendency to over-bear (too many heavy fruit per branch) so thinning the fruit and pinching out some of the shoots that appear during the growing season is helpful. Apart from that, train the tree to have a strong trunk and just a few good branches during the winter, and cut the branches back to encourage strong growth.
