Google forums say that Chrome OS should be out in second half of 2010... i.e. any day now. There were rumors at the end of the summer that the first Chrome OS devices would be tablets released on Black Friday. That rumor has been downplayed since it surfaced, but it does look like tablets or netbooks with Chrome OS should be available in 2011 Q1. Of course that could still change depending on what happes with Windows 7, Web OS, Android, Blackberry, and iOS tablets in the meantime... the party's starting to look a little crowded.
As for the UI... the demos show that it will look a lot like Chrome browser. Permanent tabs at the top for app shortcuts, and tabs that come and go for webpages. It may have the option (subject to change) to show multiple browsers with a zoom-like-feature similar to OSX expose'. Check out the video and source links for more info.
