M$As to poor choices in officials, there are thousands of appointments to be made during a presidency. It's unlikely that any administration will fill all the positions problem-free, especially at the level of scrutiny given now. Tax problems seem to be the biggest problem in filling any given position. I find this somewhat amusing, since it's estimated 30% - 40% of the population actively cheat on their taxes, and who knows how many others are guilty due to ignorance.

M$Transparency has increased an amazing amount so far. The Briefing Room at Whitehouse.gov gives details on almost every action taken so far. From essential government processes to allowing the caskets of returning soldiers, the veil of secrecy has been lifted. I may not always like the decisions I see - heck, I don't like all my family's decisions! - but at least I'm not in the dark as to the decision making process.
I think that Obama read or had a hand in a good deal of the stimulus bill and was briefed on it as it made its way through Congress but, as you point out, the size of the bill precludes knowing everything about it. Chris Dodd and the executives are taking the heat for bad policy and actions. I don't agree that the administration is making a scapegoat of anyone - people are pretty ticked off at seeing the tax money spent on corporations that are "too big to fail" go to anything except making those institutions whole again.
Specifically, I'm referring to Barack's promise of accountability and transparency. So far there has been no transparency. How many congressman actually read the huge stimulus bill? Did Barack even read it? What has he done to keep any of his promises? So far the only people being held accountable are the managers and CEO's of the banks that received stimulus money. Obama's administration is making a scapegoat out of these guys to direct the public and media away from their failings.
