Separate topics with commas, or by pressing return. Use the delete or backspace key to edit or remove existing topics.

You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

First right click on recycle bin, select properties, see if the "do not move files to the recycle bin. Remove files immediately when deleted" is NOT checked.

Else,

When you delete a file, the complete path and file name is stored in a hidden file called Info or Info2 (Windows 98) in the Recycled folder. If the INFO file is damaged or deleted, no files appear in the Recycle Bin. If the INFO file is deleted, it is re-created when you restart Windows. If the Recycle Bin becomes damaged and stops functioning, deleting the hidden INFO file in the Recycle folder and restarting Windows may enable you to again access files in the Recycle Bin

It could also be a case of Damaged Files in Recycled Folder or a damaged recylced folder itself. The link instructs you how to take care of these problems:

What did you do? Did you click the file and press 'delete'? Then you could also try: right-clicking the file and cut/move to recycle bin. Alternatively, you could also open the recycle bin and manually drag the file into the recycle bin. Then you may empty the recycle bin or just delete the few files you want to clear out of your recycle bin.
