When Google gave Denver, co homeless voicemail, was that Google Voice, and are they still doing it?

It was actually a San Francisco homeless man and it was Google working in conjunction with Mayor Gavin Newsom's Project Homeless Connect. They are still actively working with Google and Google Voice in helping the homeless.
