Summer officially and scientifically begins at the solstice on 21st/22nd June and ends at the autumnal equinox on 21st/22nd September.

In the Northern Hemisphere, Summer starts from the June solstice to the September equinox, while in the Southern Hemisphere it falls from the December solstice to the March equinox.

Since drmatt already has the technical answer...

Summer starts when school is out and you can sleep in past 8:00 without getting into trouble. Also if you are really gung-ho about starting Summer, you can kick it off early with a BBQ and swimming.
