Whether you're running or standing still really shouldn't matter much, the place you're standing is far more important. Particularly if you're in a giant open field and you're the only thing in sight. Trying to get as low as you can reduces your chance of getting hit, so I suppose there's a small 0.01% extra chance of getting hit added when you're standing still vs. when running, since you're just slightly taller standing still.

I assume your velocity is irrelevant, as the hit occurs at the speed of light. However, when running, aren't you less-conductive (on average), as your feet don't always touch the ground?
