When did stores start doubling coupons?

I can remember double coupons for many years but don't know when this practice started. Does it seem that stores are desperate for more business if they feel they have to double coupons or do they really just want to make customers happy by giving them this extra discount?

Coupons have been a part of the shopping scene since the first handwritten vouchers for a free glass of Coca-Cola came out in 1894. In 1895, a one cent off coupon was issued by the C.W. Post Co. for Grapenuts. The use of coupons gained popularity in the 1930's during the Great Depression and in the '40's grocery coupons for larger chain stores were offered.

The first instance that I could find for doubling coupons is from the May, 1978 ad in the Reading Eagle newspaper for Pathmark Saving Centers in Pennsylvania.

The practice of doubling coupons was so successful, many stores joined in, and in 1984, Kroger's began doubling coupon promotions.

I think shoppers have become so accustomed to having their coupons doubled, that unless every store out there decides to ban them, they are here to stay. If one store doubles coupons and another doesn't, people, especially now, will gravitate to where they can save the most money.
