When did James Cameron start producing avatar?

The movie Avatar started early development by James Cameroon since 1994 by writing a script for the film scheduled for release in 1999, but was eventually shelved due to the unavailability of the Computer Generated Imaging technology required for the entirety of the movie. It was later revived in 2006, when Cameroon finished the manuscript, language and culture of Pandora and it was full steam ahead.

The script of Avatar was written by James Cameron in 1994 but the production only started around February in 2007. The delay was due to the lack of digital, animation and other related technology that can bring his vision to the big screen in the 90s.
