In 1863 Major General John Lambert drafted the "Instrument of Government", a constitution of the Commonwealth of England, Scotland and Ireland. It granted executive power to the "Lord Protector" a post, which was elective, not hereditary, but still held for life. The document also required triennial parliaments.

On the 16th of December 1653, Oliver Cromwell was named as Lord Protector of the Commonwealth of England, Scotland and Ireland.
