When are they going to come out with a 3rd BioShock game?

While Bioshock 2 was just recently released there is already plans underway for a third Bioshock game which will apparently be titled Bioshock: Infinite and it apparently is not going to be hitting stores for quite a while. While no release date has been nailed down it appears that Bioshock Infinite will not be getting released until 2012. It also appears that at this point it will not be a console video game but rather will only be available for the pc.
Apparently the plot of the third installment of this series will be a floating city as opposed to one that is buried underwater. There is no real information on who will be the signature villain for this installment but there has been a trailer released.
