When are best answers chosen relative to when the question was posted? Is it always the same?

As it helps clear up the system of these questions hanging in limbo and it helps people gain points and M$ as best answers are decided by votes. I know @pazaq has recommended going to the undecided tab and clicking the oldest first selection from the drop down menu in the upper right to vote on the ones that have been hanging there for a lengthy number of days, and I agree with @pazaq, this is a great thing to do.

M$I've been crusading for mandatory voting so that questions don't languish in a non resolved state.

M$The question is open for 3 days, during which time the asker can choose a best answer by clicking Select as Best Answer.
After that period, the question goes to a public vote. People can pick 1 best answer per question, or "no best answer". Then after 2 more days, the answer with the most "best answer" votes wins. If there's a tie or "no best answer" is the winner, then the question is marked as having no best answer.
The helpful Y/N rankings are for sorting purposes, but aren't actually used to determine best answer.
Edit: It seems to me that if no one votes on the best answer, the question just sits without a best answer, so I guess an indefinite amount of time is possible if no one votes.
