a) The question really needs a detailed answer for it to be properly helpful.
b) The answer starts with snappy summary for the Tweet back to the asker, then follows up with a more in-depth answer for the web reader.
For my own answers I tend to use the (b) style.
As @tracebooks says the answers we give here are not just for the benefit of the original asker, but also other people who might be interested in the topic, and people who find the answer later via a search engine.

M$The answers given here should strive to be short enough to send back in 90 characters. But if your question is a complicated one, the person answering the question should not give the answer short shrift. A full answer that the questioner needs to click a link for is better than a bad answer that fits into 90 characters.
