I tried to find the name of the place for you on the Internet, but apparently they don't have a website.
You have to drive out to the barrier islands right across the Indian River. Right downtown there is a city park on the beach, with boardwalks over the dunes. Across the street on the north side of downtown, there is a pizza place overlooking the beach. The pizza's pretty good, but the view is fabulous, especially at sunset.
