A: Because they've spent more on under-sea siesmic detectors, although North America has been building an undersea array along the Juan de Fucca plate that should be as good as anything Japan's got.

Unfortunately scientist are men just like me and you, although they have knowledge,machines and technology to aid them and also alert us about these type of disasters their power and knowledge are limited.
One thing we can say humans can learn from the earth is that mother nature and her forces are very unpredictable when it comes to natural disasters. No machine,technology and men cannot predict when these things are going to happen.
