According to CA law, It is illegal to import, sell, give, trade, or lend a magazine that holds more than 10 rounds of ammunition, except for fixed tubular magazines for lever-action rifles and .22 caliber rifles; however, the possession of such magazines is legal.

From everything I have read about the topic yes, it is legal to own a 15 round clip. The law actually reads a clip that holds more than 10 rounds is legal if you "lawfully possessed it before January 1st, 2000. If you already own a larger clip it is not illegal.
