Health care is the actual treatment and care of health conditions, example if you go to the doctor for a a broken bone, the xrays, casts and medication you receive is the care.
Health coverage is your insurance policy and what it provides. Example: some insurance companies cover the cost of crutches when you have a surgery or if you have the surgery in a specified location. Another insurance may not cover the cost of the crutches at all.
