What's the difference between a lie by telling a falsehood, and a lie by leaving out some of the truth?

Ethically, there is a small, though significant difference. The first is a lie by commission, while the latter is a lie by omission.
In many cases there is not a requirement to disclose all the truth, so not saying everything you know may be acceptable, while saying a falsehood would not.
In testifying in court, the both are considered illegal, and witnesses are sworn to tell "the truth, the whole truth, and nothing but the truth". However, the fifth amendment allows one to not state the truth to avoid incriminating one's self, but does not allow one to state a falsehood to avoid prosecution.
