What's the best way to compress my pictures folder from 13GB to > 2GB so I can back it up on DropBox for free?
I dont want to pay $9.99 a month to backup my photos, but I do want to use DropBox to do it. The limit is 2GB and I just need a way to compress the folder or zip it I guess.

You can try Winrar (rarlabs.com) and see if it can compress it enough. WinRar has settings that allow you to adjust the compression ratio, but your are asking for a big reduction.
Maybe as an alternative you could backup to Microsoft's Skydrive. Skydrive is 25GB of online storage.
