What's the best tool for making and annotating screenshots using a Windows PC? Is there anything free like www.skitch.com?

Well there are many different ways to take screenshots.

There is of course, the classic version which is pressing print screen on the keyboard and then using ctrl+v in paint.

More ways, such as programs would be FRAPS, but a free screenshot program can be found at http://www.wegame.com/download/. I have heard many great things about wegame, and it's free, so you can't go wrong with that. :P

If wegame or Fraps doesn't work for you, then you could try HyperCam as well, but if you use the demo verison it will put a watermark on everything you record.

If none of those help, you can try these programs which may work better, since they are for screenshots only, not to mention free.

As for annotating them, if you want to go the free way, you can use either MSPaint's text tool, or download a free photoshop alternative called GIMP. http://www.gimp.org/
