What's the best statistic to evaluate a relief pitcher in baseball?

Given the inherit small sample size of their body of work, it seems there's a giant amount of variance in measuring them. Is there anything that has a long history of predicting the few that will be great relievers for longer than just a few years? FIP perhaps?

I believe that it is the hold, because the purpose of the relief pitcher is to get out of jams that the starting pitcher got them into, and it is crucial for the relief pitcher to not give up further damage when the game is in jeopardy, and therefore I believe that hold is the best evaluative stat for a relief pitcher.

The problem of holds is it gives no weight to fielding competence behind the pitcher. It also overweights successful team's--a setup man for the Yankees is likely to get more hold opportunities because his team is more often in the lead than a setup man for the royals.
