Although I can't comment on "best," since I have never been to Paris or stayed in any of the hotels, but here are a few that are reportedly under $200/night and still fairly high-rated:

Hotel de Nevers Paris (rated 3.5 on Trip Advisor and an average price of $58/night)
Hotel Perfect (rated 4.0 on Trip Advison and an average price of $60/night)

Hôtel Bonséjour Montmartre - $72/night is a Lonely Planet author pick

I would recommend "Hotel Mama Shelter" http://mamashelter.com/
It looks really cool to me.

According to the description on theNextWeb it is the Mother of All Geek Hotels

According to the travel website Frommers, the Five Hotel is one of the best mid-range hotels to stay while Paris. It's located in the Latin Quarter and is part of a redone townhouse.
