http://www.expectnet.com/ seems to have every feature you ask, and I was able to set up a pool in a couple of minutes. There is a free ad-supported version that supports everything you need, the full version's features seem quite elaborate (private message board, mail notification for the host).
People can play without having to make an account, which simplifies the process.
